it depends on your class. Go to worldofwarcraft.com and look up the armory and you can see your character and the upgrades for your armour. You want to look for strength and stamina
Shining silver breastplate: lvl 24, ac 214, str+14, sta+6
Green iron boots: lvl 24, ac 134, str+3, sta+7
Algae fists: lvl 23, ac 132, str+10, sta+4
Dreamsinger legguards: lvl 21, ac 179, str+8, sta+8, spi+5
Sparkleshell mantle: lvl 24, ac 161, agi+4, sta+10
Yorgen bracers: lvl 22, ac 91, str+6, agi+3, sta+3
Glimmering mail girdle: lvl 24, ac 110, str+7, sta+2
Total ac 1021 (base), str+48, agi+7, sta+40

depending on how you play, where you put talent points (you tank/dps/what?) kinda determines which armor would be best. Use that site, look at what drops in different places and see whats most useful for you. whats nice about that site is its divided up by class/level/instances, and goes all the way up thru the BC expansion. I wish I’d known about it when I rolled my first toon…
If you dont run instances for some reason, and want to stick with crafted items, then look here to see what people can make for you:
It totally depends on your class and also on your professions. For example, a priest at level 70 can go for some T6 gear or make some awesome gear with tailoring. Just look up the best armor here

There is no best armour for a level 25 .
Let me explain :
World of warcraft are brining so much armour i could go get full blue for my 25 priest within a week there will be something new released .
I take it you are making a twink if not wtf’s the point in that wont last you long .
If you are a twink get all blues and start enchanting
and alch this means you have lots of potions and good enchanted gear .
Do not take up smithing at such a low level trust me on this lol
i now have 5 level 70s i take the same profs everytime herb and skinning till im level 70 that way i have lots of cash and herb to make potions and sell on
trust me
at your lvl there really isent much for your orc
but there is alot of good items in instances such as
ShadowFangKeep(SFK)
BlackFathomDeeps(BFD)
RageFireChasm(RFC)
Deadmines(VC)
RazerFawnKraul(RFK)
Gnomergan(GNOMER)
Look em up on Thotbot.com and pick the gear you want
