No… u cannot be seen by other players except for those in ur guild.
People in your party can see you, if you don’t have MOD you get too close and people can catch you sometimes.
You can be seen while in stealth when within a certain distance from other players. This distance is greater for a character of a higher level than you and is smaller for a character of a lower level of you. You are invisible, but there is a minimum range within which others can see you.

Yes ppl can see you in your party warlocks can see you with a spell humans with perception an rouges that higher lvl then you make sure in talents you put Master of Decption all the way up it will make it harder to see you.
People outside your party sometimes can see you if you get too close… and more importantly, they can HEAR you if you get too close… I always listen for rogues when I’m in PVP combat.
Generally, you’re faction can see you more than the opposite group, but unless you are too close, they can’t see you.
Also depends on how much higher or lower level they are. If they are lower level, they probably won’t even know you were there. If they are higher level, they can hear the stealth noise when you come to close, and will probably see you.
