Enhance is probably easiest for levelling via questing, or elemental. It provides sufficient dps to kill a mob and enough mana to heal yourself.
Resto is probably better if you prefer to grinding instances, as groups are always seeking a healer more often than DPS (you have to compete with more classes for DPS).
As for your weapons, it depends on your spec.
As an enhance shaman, you will most likely end up using agi+stam fists.
As elemental, you will most likely end up wielding intellect+spellpower mace/shield.
